Thomas “Mike” Phelps, Jr., Board of Natural Resources

Phelps is the manager of Home South Communities, LLC, a residential construction company based in Gwinnett County. He currently serves on the Joint Development Authority for Newton, DeKalb and Gwinnett counties and the Greater Atlanta Christian School Development Committee. He participates in international missions with Cross Pointe Church. His past civic and board affiliations include the Gwinnett County Zoning Board of Appeals and the Gwinnett Children’s Shelter. He and his wife, Elizabeth, have two children. They reside in Suwanee. 
 
William F. Doverspike, Board of Examiners of Psychologists (Reappointment)
Doverspike has been a practicing psychologist in Atlanta since 1980. A former president of the Georgia Psychological Association and editor emeritus of the Georgia Psychologist magazine, he is also author of three books and numerous articles in the fields of professional ethics and psychotherapy. He is board certified in clinical psychology by the American Board of Professional Psychology and in neuropsychology by the American Board of Professional Neuropsychology, and holds an Interjurisdictional Practice Certificate from the Association of State and Provincial Psychology Boards. Doverspike is an adjunct professor at Emory University and at Richmont Graduate University in Atlanta. He earned a bachelor’s degree from Emory University, and both a master’s degree and doctoral degree from Virginia Commonwealth University. He lives in Dunwoody. 
 
Robert Cowles, Governor’s Commission on 911 System Modernization and Balanced Funding Model
Cowles is presently a practicing urologist and is the founder and chairman of Cowles Clinic at Lake Oconee, a multispecialty clinic. He serves on the board of trustees of Tusculum College, has served on the board of governors at the University of Tennessee and is the former president of the Georgia Urological Association. He is a fellow in the American College of Surgeons and a member of the American Urological Association. Cowles earned a bachelor’s degree from the University of Tennessee and earned his medical degree from the University of Tennessee Health Science Center. He and his wife, Jacqui, have one son and one daughter. They reside in Greensboro.
 
Jackie T. Gibbs, Georgia Firefighter Standards and Training Council (reappointment)
Gibbs is the fire chief in Marietta where he has served for 35 years, beginning his career as a firefighter. He serves on the Board of Directors of the Georgia Association of Fire Chiefs and is a former board member of the International Association of Fire Chiefs. Gibbs is the recipient of numerous fire service awards including Fire Chief of the Year, the Governors Public Safety Award and the International Code Council Fire Service Award for professional code development. He also serves his community as a member of the Cobb County Commission on Children and Youth. Gibbs earned a bachelor’s degree in Industrial Engineering Technology and an associate’s degree in Fire Science Technology from Southern Polytechnic University in Marietta. Together, he and his wife, Barbara, have one daughter. They reside in Marietta. 
 
Gilbert C. Barrett, Board of Community Affairs
Barrett is president of the Habersham County Farm Bureau, co-owner of G&H Poultry Farms, and president and CEO of an agricultural cooperative. He currently serves as chairman of the Habersham County Board of Education and is a member of the executive Archway Committee. He is a member of the Chattahoochee Baptist Church where he serves as  a deacon, a Sunday school teacher and a pianist. He and his wife, Donna, have three children. They reside in Demorest.
